Why is Kelowna's Mount Baldy Still Bald?

Someone asked me the other day: "why isn't there anything on Mount Baldy" - referring to the appropriately named bald hill in the centre of Kelowna (just north-east of Dilworth Mountain), not the ski resort in the South Okanagan.  My answer, "because then they'd have to change the name", didn't seem to suffice so I thought I'd better look into it...

The 127 acre property on which Mount Baldy currently sits is privately owned.  Based on the BC land title registry it is owned by Emil Anderson Construction, which own Dilworth Quality homes, the company that has developed the Dilworth Mountain development over the past 30 years.  Based on the City of Kelowna's official community plan, the back side of Mount Baldy (yellow area below) is slated for residential development.  However, the majority of the hill (the green area below) is set aside for park/open space.
